This axle, which is operated by the brake lever (when you squeeze the brake, that is), pushes the two brake segments of the rear drum brake apart.
Is it no longer spinning smoothly, or has the end that goes between the brake shoes become rounded instead of flattened? Replace it as soon as possible. A good rear brake is essential for doing wheelies.
