This bushing is found on the suspension of the fuel tank, and prevents you from pulling the speed nut through the eye of the tank with which it is suspended.

It may seem like an insignificant part, but it prevents the fuel tank mounting from breaking, which could cause it to rattle with all the possible consequences.
